- Sen. Tim Johnson (D-SD)
  - Representing: South Dakota
  - Votes: 311 votes missed (66.3%), 158 votes cast
  - Note: Johnson suffered a brain hemorrhage on Dec. 13, 2006, and has not returned to the Senate.
55.7%
- Sen. John McCain (R-AZ)
  - Representing: Arizona
  - Votes: 261 votes missed (55.7%), 208 votes cast

McCain comes in 2nd behind a senator that has missed votes due to a brain tumor. Hmmmm
